Red Phone: Dear Trashed, Red Phone contacted Code Enforcement Officer John Amos, who said there are rules regarding garbage cans, Here are the code sections that apply to your question.
Section 13.28.050 talks about the placement of garbage containers: No garbage container shall be placed or kept on or in any public street, alley, sidewalk, footpath or any public place, other than as allowed by Sections 13.28.055 and 13.28.060 of this chapter, but shall be placed on the premises.
Those sections say the collection of solid waste, recyclables and organic wastes shall be at the curbside of the customer’s property unless arrangements are made with the company by the customer for a side yard pickup and payment of the additional rate for side yard pickups.
Containers shall not be placed at the curbside for collection before 6 a.m. on the day preceding collection and shall be properly stored as specified in Section 13.28.050 no later than 6 a.m. the day immediately following the day after collection.
Good caller, it appears your neighbor is violating this section of the municipal code by not removing his garbage cans in a timely manner.

Red Phone: Dear Needs a New Suspension, Red Phone contacted Acting Public Works Director Karl Bjarke, who said the fissures you observed are not potholes, per se, but an erosion at the seam or joint where one paving strip adjoined another during the original paving process.
“They are a problem nonetheless and the city’s street maintenance crew has patched those holes,” Bjarke said. “We will monitor the location to see if a more permanent repair is needed in the future.”

Trouble at Royal Court Apartments
“Red Phone, I need help finding South County Housing’s main office. The manger at Royal Court Apartments doesn’t do anything to help us with cars parked in fire lanes obstructing the passage to other cars and sometimes cars park in front of garage doors, blocking access. Adding to the car problem are the children who play there all afternoon, instead of the play areas that are available to them at this complex. As for the manager? Every time I try to contact her she’s either not in town or shows up, but doesn’t really do anything. It’s total chaos there every afternoon. There’s even graffiti on some walls! I need to talk to her boss, but I can’t find anything about South County Housing. Thanks in advance Red Phone.”
