The committee’s charge was to establish a greenbelt around the city, defining the limits of the city’s future growth and help city staff plan development for as much as 50 years and retaining the rural green areas for which the city is known.
Property outside the line would be prohibited from developing. How to compensate such property owners engaged the committee for some time.
The line around the southeast quadrant proved to be difficult; a subcommittee hammered out an agreement that, more-or-less, could satisfy most of the parties involved.
