WIPERS ON, LIGHTS ON
“Isn’t there a law that says you have to have your headlights on if you use your windshield wipers? I can’t believe how many people, seems like more than 50 percent every time it rains and I’m out, don’t have their lights on.
“Police probably have this on low priority. So what will they do? Flip a U-turn and cite these people? The law is in place for safety and I can’t believe how many people don’t turn their lights on.”

Yes caller, there is a law in effect. The state vehicle code states that your vehicle should be operated during darkness or inclement weather, or both, with at least two lighted headlamps. “Inclement weather” is a condition requiring the windshield wipers to be in continuous use due to rain, mist, snow, fog … you get the point. Our state lawmakers added this new law to the vehicle code and made it effective Jan. 1.

I CAN HEAR THEM IN MY SLEEP
“Hello Red Phone. My neighborhood is going crazy with barking dogs. There are two houses on Grand Prix close to Diana Avenue that have dogs that bark day and night. It’s obvious that the dogs are unhappy or neglected and the owners just don’t care. It’s upsetting that everyone living in this area has to listen to these unhappy or bored dogs bark … What can be done about this?”

No one likes to hear dogs that bark constantly. Your assessment that the dogs may be neglected could be right on the mark. It certainly would be worth a phone call just to make sure this isn’t happening.
The phone number to call for Animal Control in the incorporated area of Morgan Hill is (408) 776-7300. Daniel Piña is the animal control officer at that office. Let him know what is going on and he will check out the situation to get it taken care of.
CROSSWALK NEEDED
“Will there be a crosswalk painted on Burnett Avenue at Madrone Mobile Home Park? There are many Sobrato students who cross the street without the protection of a crosswalk. The traffic in the morning and afternoon is very heavy. I fear someone will eventually be injured.”

The City of Morgan Hill has a Web site that residents can access to suggest or request work that they feel needs to be done. The electronic address is www.morgan-hill.ca.gov. On this site is an E-service Center page that will direct you to online forms. The citizen inquiry feedback form is the one to use for this particular request for painting a new crosswalk, which would fall under the responsibilities of the Morgan Hill Department of Public Works and Operations.
