I may not be up on all the numbers, but isn’t it true the government agencies are damned if they do and damned if they don’t?

If a government agency spends all its money and ends up in the red, then everyone protests fiscal mismanagement. But if they have money in the bank, then they get accused of hoarding money. And if that money is in the bank for long-term flood control projects – and the money is legally obligated to be spent for that, then in what fantasy world do ratepayers think that funds which are legally protected for flood control are going to get used to supplement water rates – water rates that compare favorably with North County or elsewhere statewide!

C’mon people, wake up and smell the garlic.
