Citizen’s Oversight Committee that will oversee expenditures if
Measure E, the Gavilan College Facilities Improvement Bond, is
approved by the voters in March.
Gavilan College trustees have begun the process of forming a Citizen’s Oversight Committee that will oversee expenditures if Measure E, the Gavilan College Facilities Improvement Bond, is approved by the voters in March.
Applications for the committee will be solicited prior to the election so that if Measure E is approved, facilities improvements can begin right away.
The Citizens’ Oversight Committee has three purposes: to inform the public about the expenditure of bond revenues, to review and report on the proper expenditure of taxpayers money for school construction; and to advise the public as to Gavilan’s compliance with the Proposition 39 requirements as contained in the California Constitution.
Committee members will receive and review copies of the annual, independent performance and financial audits, inspect school facilities and grounds to ensure that bond revenues are expended properly, receive and review copies of any deferred maintenance proposals or plans developed by the college, and review efforts by Gavilan to maximize bond revenues by implementing cost-saving measures.
The committee shall consist of at least seven members, to be selected by the board of trustees, to serve for a term of two years and not for more than two consecutive terms. Members shall serve without compensation.
