Red Phone, can you please confirm the leash law for dogs? I live
in a neighborhood where dogs seem to roam freely.

I thought, with the exception of service dogs and dog parks (within the fence), all dogs not securely kept in their own yard, were required to be on a leash (and under the control of their owner). Red Phone:Dear Who Let the Dogs Out, Red Phone checked the city’s municipal code, and you are correct. Dogs must be confined to a yard and securely leashed when in public.

According to Municipal Code 6.12.020, a dog owner must “keep” a dog by confining or leashing the dog on his/her property. But Section 6.24.030 is the section that mandates that a dog (or any animal) must not be allowed to “stray or run at large.”

According to 6.24.030, it is unlawful for any person owning or having control of any animal, whether licensed or not, to cause, permit or allow such animal to stray or run at large upon any public street or other public place, or upon any private place or property or common area of any planned development, cluster, townhouse or condominium project without the consent of the owner or person in control thereof, except that nothing contained in this section shall apply to dogs on a leash, held by a person capable of controlling the dog or to dogs which are off-leash in a specially designated off-leash dog park as authorized by the city.

So, good caller, a dog owner must have his/her dog under control at all times.

“Red Phone, there’s a lot of work being done on Mast Avenue where it looks like new water and sewer lines were installed, now they’re grading a lot on Mast just north of Vineyard Boulevard. What’s going on there?”

Red Phone: Dear What’s Going On, Red Phone contacted the city, which put Red Phone in contact with Anthony Goularte, the owner of Associated Concrete, currently located downtown. He said work is being done in preparation for the company’s move to its new site. He said the firm will close up shot by the end of the year to make room for the new townhouse development currently under construction.

“Between downtown and courthouse, and townhouses going up around us we are in the wrong place,” Goularte said. “Long term, it’s not the place to be.”

He said they’ll temporarily shut down at the end of the year until the economy turns around and they can justify the investment. The company has been in business for 58 years.
