disturbing neighbors and their inappropriate behavior such as young

“Hey Red Phone, I would like to know what to do with some disturbing neighbors and their inappropriate behavior such as young kids drinking and smoking. I have reported this to the owner of the apartments and nothing has happened. This goes on everyday and when police are called they come out, the residents are quite for a minute then start right back up again. It is out of control and bull that our family is subjected to this.
“Is there anybody that can help me or direct me? I don’t want to get the landlord in trouble, but he is not doing his job. I am almost positive this person has already been evicted and has until the end of this month, but does that mean we have to be unhappy and deal with his bull until he leaves? That is not OK and I will not put up with it.

Red Phone: Dear Fed Up, Red Phone contacted Jerry Neumayer, Special Operations sergeant with the Morgan Hill Police Department, who said you should continue to call police
“Depending on the circumstances and whether a crime has occurred, you can have them cited or arrested via a citizen’s arrest,” he said. “From what I read, it appears that the situation can and should be handled by the manager of the complex; the manager could find out if there are other people living there that may not be on the lease/rental agreement.”
