Loy was born in Magazine, AR to Mildred and Peck Barker. The family, which included sister Deloris, soon moved to San Francisco.
After completing high school in San Francisco he moved with his parents to Redwood City where he started attending Stanford University. After graduating in 1958, he was drafted into the army, where he served at Fort Huachuca, AZ. Upon discharge, he returned to the Bay Area, where he found work as an electrical engineer, eventually accepting a position at Stanford Linear Accelerator Center.
During this time, he became involved in sports car rallies, where he met his future wife, Nancie. They soon moved to Cupertino, where daughter Cindy was born.
Loy enjoyed family outings and backpacking in the Sierras.
After his retirement in 1996, he moved to Morgan Hill.
He is survived by Nancie, daughter Cindy, and sister Deloris, as well as his nieces.
